This conference is recognized as India’s foremost event focusing on geopolitics and geoeconomics, taking place annually in the capital city.
Christopher Luxon, the Prime Minister of New Zealand, will serve as the chief guest and will inaugurate the event alongside Indian Prime Minister Narendra Modi.
Accompanying Luxon will be a distinguished delegation that includes members of the Indian diaspora in New Zealand, business leaders, media representatives, senior officials, and ministers.
The Raisina Dialogue is an annual event organized by the Observer Research Foundation in collaboration with the Ministry of External Affairs.
It convenes global leaders from various sectors, including politics, business, media, and civil society, to engage in discussions on critical topics such as international relations, defense, climate change, cybersecurity, and trade.

The theme for the 2025 Raisina Dialogue is Kalachakra: People. Peace. Planet.
List of attendees
In addition to the presence of the New Zealand Prime Minister, this premier dialogue in India will gather numerous prominent leaders, government officials, and experts from across the globe.
Andrii Sybiha, Ukraine’s Foreign Minister, is anticipated to attend, which is particularly noteworthy given the ongoing conflict between Ukraine and Russia, with the United States involved in efforts to mediate the situation.
Furthermore, US Intelligence Chief Tulsi Gabbard is expected to participate as part of her Indo-Pacific tour, as reported by The New York Times.
Nepal’s Foreign Minister, Arzu Rana Deuba, is set to participate in the event and is anticipated to engage with high-ranking Indian officials and international delegates.
Although Russia’s Foreign Minister, Sergei Lavrov, received an invitation, he will be unable to attend due to prior commitments.
Ministers from several European nations, including Estonia, the Netherlands, Norway, Italy, Ireland, Lithuania, Slovenia, and Turkey, will also be in attendance.
Additionally, the event will showcase CEOs, industry leaders, academics, and researchers. The 2025 edition will include representatives from 60 leading global government and policy schools spanning eight regions.
